    The Division of Human Resources (DHR) provides USF system-wide

    strategic development of policies, procedures, and programs for the core

    HR functions, which includes USF Health and the campuses in Tampa, St.

    Petersburg, and Sarasota-Manatee. DHR support the goals, vision, and

    mission of USF, with a focus on delivering valuable, innovative, and

    compliant services that attract, develop, reward, and retain highly qualified

    individuals to create a diverse and talented workforce. Services and

    programs provided by DHR include: Benefits; Classification &

    Compensation; Employee Relations; Labor Relations; Talent Acquisition;

    Strategic Planning; Staff Recognition; Compliance; HR Information

    Systems; and Learning and Talent Development.

    DHR has embarked on a multi-year transformation initiative to provide a

    Human Resources function that operates efficiently and effectively,

    leverages up-to-date tools, and embraces technology to create greater

    value-add services and programs for the USF community.

    Position Summary

    The HR Consultant, Learning and Talent Development, is responsible for

    developing effective working relationships with key partners and leaders to

    identify, assess, develop, and implement organizational learning and

    development programs and initiatives that support the university's mission,

    vision and values.


    • Conduct needs assessments, design and develop appropriate training

    programs and offerings that support organizational and individual

    development, and meet the needs of diverse target audiences. Facilitate

    training and workshops on an ongoing basis to help supervisors and

    employees maximize performance, professional and soft skills

    development, and the cultivation of new strengths. Identify and develop

    tools and resources to support the transfer of knowledge, skills, and

    abilities into the workplace.

    • Serve as an internal organizational development (OD) consultant.

    Provide a range of consultation services to departments and leaders on

    the development and implementation of key strategies and training for

    creating and sustaining a high performing organization. Meet with OD

    stakeholders to determine needs and outcomes, and to design

    appropriate OD interventions. Participate in and facilitate OD initiatives

    and assessments.

    • Collaborate with subject matter experts (SMEs) to identify training goals

    and objectives, and develop appropriate training programs to address

    the specific needs of the target audience. Conduct research to identify

    best practices and develop instructional content. Provide analytical

    support for the design and development of training curricula, learning

    strategies, training policies, or training standards. Assure the

    instructional quality and appropriateness of external training content

    and resources as needed.

    • Evaluate the effectiveness of organizational learning and development

    programs, offerings, tools and resources to ensure goals and objective

    are being accomplished. Review current training programs and

    processes, make recommendations for improvements, and participate in

    the implementation of new programs and processes.

    • Perform other related duties to support DHR and its programs and



    • Minimum: This position requires a Bachelor's degree and two years of

    HR related experience; or Master's degree in an area of specialization

    appropriate for the program. Six years of HR-related experience or a

    combination of education and experience may substitute for the

    Bachelor's degree.

    • Preferred: A Bachelor's or Master's degree in Human Resource

    Development, Organizational Development, Industrial/Organizational

    Psychology, Adult Education, or a related field and two years of related

    experience is preferred. Previous experience conducting needs

    assessments and designing and developing appropriate training

    programs and offerings that support organizational and individual

    development. Proficiency with MS Office, learning management systems

    and online survey tools. CPLP certification or other talent development
